From that quote, I can tell that Barry Schwartz either has not read The Wisdom of Crowds by James Surowiecki or doesn't believe in it. In the book he (Surowiecki) argues that crowds (or groups of individuals), if they're diverse enough, if they are independent enough, and have a way to aggregate information, are excellent decision-makers, predictors of the future, and are more likely to get questions of fact right than any individual. Also, there are some who believe that 'good enough' is not good enough.
